Step 1: Set a real budget -- including BC's used car taxes

The sticker price isn't the out-the-door price, and in BC the difference depends heavily on where you buy:

  • Buying from a dealership: you pay 5% GST plus 7% PST on most vehicles under $55,000 (PST rises in tiers on higher-priced vehicles).
  • Buying privately: you pay 12% PST -- and since 2022, ICBC calculates that tax on the greater of the price you paid or the vehicle's Canadian Black Book wholesale value. Negotiating a great private deal doesn't necessarily lower your tax bill.
Surrey shopper tip: because private-sale PST is based on book value, the tax advantage people assume private sales have often isn't there -- and a dealer purchase adds consumer protections, financing options, and a vehicle that's already been through a mechanical inspection. Confirm current rates at gov.bc.ca before you buy; tax rules do change.

Step 2: Check the vehicle's history -- the BC way

Always pull a CARFAX Canada report using the VIN. It shows previous owners, reported accidents, liens, and whether the vehicle came from out of province. In BC, pay special attention to:

  • ICBC claims history -- BC's public insurer means local damage claims are well documented.
  • Flood or water damage -- vehicles from flood events (in BC or imported from elsewhere) do circulate in the used market.
  • Liens -- an outstanding lien on a private-sale vehicle can become your problem. Dealers must clear title before selling.

Step 3: Inspect with the Lower Mainland climate in mind

Our region's mild, wet climate is easier on vehicles than prairie winters -- but moisture is patient. When you inspect a used vehicle in Surrey:

  • Undercarriage and wheel wells: look for rust or bubbling, especially on vehicles that lived near the ocean in White Rock or Crescent Beach.
  • Paint consistency: mismatched panels or overspray suggest bodywork -- ask what happened and check it against the CARFAX report.
  • Tires: check for even tread wear, and ask whether the seller includes winter tires -- a real cost consideration, since winter tires or M+S tires are required on most BC highways from October 1 to April 30.
  • Interior moisture: a musty smell, foggy lights, or damp carpet can signal leaks -- a common issue in our rainy climate.

Step 4: Test drive like you actually drive

  • Parking: test the turning radius and sightlines -- parkade columns don't forgive.

Step 5: Get a pre-purchase inspection (or buy one already inspected)

For a private sale, budget $150--$250 for an independent mechanical inspection -- it's the cheapest insurance you'll ever buy. At a dealership, ask what the vehicle has already been through.
